Dr. Arnold is the founding director, as well as president, of the Meridian Psychological Center, which was established in 2000. He completed his doctoral degree at the University of North Texas and was licensed in 1977, involved in the clinical and forensic practice of psychology for over 28 years. He is a Board Certified, Diplomat in Counseling Psychology awarded by the American Board of Professional Psychology, holds the Certificate of Professional Qualification in Psychology issued by the Association of State and Provincial Psychology Boards, and is licensed for the independent practice of psychology in Idaho.

Prior to relocating to Idaho in 2000, he was a tenured Full Professor of Psychology with the University of Texas System and a founding, practicing partner in the McAllen Psychological Center in Texas. During his tenure at the University of Texas-Pan American (UTPA) he obtained both federally funded curriculum development and research grants addressing cross cultural assessment issues with Hispanics, involving psychological and neuropsychological testing with adults and the elderly. He has published in refereed scientific journals on topics related to psychological and neuropsychological evaluation, and was an invited author, contributing a chapter on cross cultural evaluation methodologies in the text: Cross Cultural Mental Health Assessment and Treatment. Prior to leaving the UT System, he was Director of the Clinical Psychology Program at UTPA, and a service director at Charter Palms Psychiatric Hospital. He is a Past President of the Idaho Psychological Association. Presently, he holds hospital privileges at Saint Alphonsus Regional Medical Center and St. Luke’s Regional Medical Center. Finally, he is a Designated Examiner for the involuntary civil commitment process in the State of Idaho and on the Idaho Supreme Court Roster of evaluators for domestic assault and batterers. Most recently, in 2007, Dr. Arnold was appointed by the Governor of Idaho to the Board of Psychologist Examiners for a four year term.

Dr. Arnold’s approaches to counseling and therapy all derive from a social learning and cognitive behavioral conceptualization of problems to be treated. He has particular interests, training, and experience in treating anxiety and depressive disorders, chronic insomnia, and male sexual dysfunction. His approaches to psychological and neuropsychological evaluation focus on objective testing, and collaborative information sources, as well as self report. Dr. Arnold has extensive training and experience conducting diagnostic evaluations for Adult ADD, TBI, Dementia, and differential diagnosis of various clinical psychiatric disorders, as well as pre-surgical evaluations for bariatric surgery for weight loss and spinal cord stimulator implant surgery for chronic pain management.

Dr. Arnold has provided competency evaluations, capacity and pre-sentencing evaluations for the Fourth Judicial District Court in Idaho, as well as independent medical examinations, addressing various referral questions, for Social Security, Immigration and Naturalization Service, Idaho Department of Corrections, and the Idaho State Police. He also has provided forensic opinions to the court associated with decisional and testamentary capacity. Additionally, some of his forensic evaluations have provided opinions to the court regarding protective parenting capacity. He is a medical expert for the Social Security System’s Office of Hearings and Appeals for disability determination.
